Abstract: By analyzing the main problems of developing bioenergy forest in Heilongjiang province, the author pointed out the favourable conditions of developing bioenergy forest in terms of policy, land, forest resources and capability of science and technology.The strategies in various respects such as policy guidance,inproving cognition, scientific planning,development mode, scientific and technical innovation, social participation, and domestic and international cooperation were mentioned, which will play promoting role to the development of bioenergy forest in Heilongjiang province.
